随着高校办学体制和内部管理体制改革的不断深入,学校二级学院或系拥有更大的自主权和决定权。二级教代会制度的建立,使学校教代会制度得到了进一步的延伸和完善。分析高校二级教代会制度运行中存在的主要问题,并提出加强二级教代会制度建设的具体对策。

With the deepening reform of higher education system and internal management system,the secondary colleges or the departments have more say in autonomy and decision making.The establishment of the secondary teachers＇ representative system further extended and improved the teachers＇ representative system in higher education.The paper mainly probes into the problems existing in the secondary teachers＇ representative system,and gives some advice on how to strengthen its construction.
