“包容性增长”之辨

Understanding "Inclusive Growth"

实现全面、协调、可持续的经济社会发展是一切经济系统追求的最优目标,也是研究"包容性增长"的理论主旨与逻辑边界的原动力所在。浅读了"包容性增长"的经济学语境与政治意涵,浅析其公共政策要义,并通过构建经济增长模型,浅述了提升人力资本水平与改善制度环境是促进实现"包容性增长"的关键,认为:通过实施鼓励创新并持续优化产业结构、构建社会公平保障体系并建设"学习型社会"的公共政策,中国正在遵循"包容性增长"的理念推进经济社会发展。

Inclusive Growth,recognized as the optimum outcome of public policies,means rapid,harmonious,and sustainable development on both economic and social perspectives.Related studies emerged world-wide within past decade,whereas its concept in Chinese,namely＂Bao Rong Xing Zeng Zhang＂was recently country-wide popularized,due to Chinese President Hu Jintao＇s address-＂Deepen Exchanges and Cooperation for Inclusive Growth＂-at the Fifth APEC Human Resources Development Ministerial Meeting,September 2010.This paper discusses the economic foundation as well as policy implication of Inclusive Growth,arguing through modeling that human capital deepening and institutional development jointly lead to Inclusive Growth of the economic system.The paper also studies the political inheritance of＂Bao Rong Xing Zeng Zhang＂,and concludes that Chinese policies optimizing industrial structure,enabling innovation,guaranteeing social equity and security,and building a knowledge society are to fuel＂Bao Rong Xing Zeng Zhang＂in the country.
