Discussing the problems of forest right system reform of state-owned forest region must be done with,and proposing the countermeasures,such as push forwards system construction according to market,enlarging the area according to the justice principle,introducing strategy investment and realizing diversification of investment main body,probing different model according to local condition,building the system of forest land circulation.
