Based on the in-depth investigation to tieli forestry bureau in Yichun,concludes the basic situation of fores tenure reform there.And the effects of it are also fully analysed from someaspects,including and the results of the three-effectiveness.In addiction it proposes the constraints to the reform according to the contract households ability to invest,clarifying property right,forest insurance,forestrytaxes as well as business management.And then,it puts forward the countermeasures to deepen the statc-owned forest right reform in Tieli forestry bureau.
