Higher vocational colleges should put the scientific outlook on development into the practice of running school.More importantly,the higher vocational colleges should carefully study and formulate prospective,scientific and feasible development strategic planning under the guideline of scientific outlook on development.This paper introduces the main propose and function of formulating development strategic planning in higher vocational colleges,and expounds that it is the key act to formulate and implement of the development strategic planning of scientific development,and explains the scientific development is the fundamental guiding principle of the formulation and implement of the development strategic planning of higher vocational colleges.
