串案窝案频发是传统社会"圈子"文化"复兴"的产物。权力的过分集中和封闭式运行是其生存和发展的重要条件;对各类资源的绝对垄断是其生存和发展的物质基础;奴化与效忠是其生存的社会基础;传统伦理是其生存和发展的心理基础。必须推动实现传统"圈子"文化的现代转型,使其成为发展社会主义民主政治的积极因素。具体措施包括:发扬社会主义民主,让权力在阳关下运行;完善社会主义法律制度,实现依法治国;加强公民教育,培育现代公民;加快推进社会改革,建立资源公平分享机制;加强社会监督与制约,规范权力运行;加快推进社会主义核心价值体系建设,普及现代价值。

The frequent occurrence of crimes made by criminal gangs results from the renaissance of ＂circle＂ culture in traditional society.Severe centralization and enclosed operation of power become the important condition of its existence and development.Absolute monopoly of various resources becomes its material basis,slavish loyalty constitutes its social foundation and traditional ethic becomes its psychological dependence.We must boost the transition of traditional ＂circle＂ culture in modern society and transform it into positive factors in developing socialism democratic politics.The definite strategies include exalting socialism democracy,using power publicly,perfecting socialism law system,governing the country by law,strengthening the education of the public,cultivating modern citizens,advancing social reforms,establishing the mechanism of resources’ fair allocation,intensifying social supervision and restriction,standardizing the use of power,promoting the establishment of socialism core value system and popula-rizing modern value.
