Vocational Education in the View of Education for All:Role,Challenge and Countermeasure

全民教育视域中,职业教育在目标适切性和教育质量上更有利于促进全民教育的发展。然而,世界范围内开展全民的职业教育遇到了一些挑战,如职业教育认同感仍偏低、职业教育经费不足、职业教育质量不高以及基础教育力度仍需加大。为此,提出应对策略:改变职业教育的传统观念、建立多元主体成本分担机制、构建国家资格框架体系、聚焦职后职业教育。

In the view of EFA,vocational education is beneficial for EFA development in respect of target appropriateness and education quality.However,there are some challenges for developing vocational education for all in the world,such as low identification towards vocational education,shortage of vocational education funds,poor quality of vocational education and insufficient development in elementary education.Therefore,the countermeasures are changing traditional concept for vocational education,building system to split the cost,building state qualification framework system,focusing on post-vocational education.
