摘要
中小企业在国民经济中占有十分重要的地位,其特点在于市场反应迅速、经营灵活多变。但中小企业也因规模小、实力弱而存在着市场抗风险能力低、人才易流失等缺陷。贵阳市的中小企业除了具有以上中小企业的全部特征外,还长期以来受到历史、地域等原因形成的特殊的发展阻碍,尤其是在人力资源的管理和开发上表现得最为突出。因此,人力资源管理外包是贵阳市中小企业解决这一发展瓶颈问题的有效途径。
Small and medium-size enterprises play a very important role in the national economy,characterized by the rapid reaction of the market,operating flexibility.However,SMB have low market risk-resisting ability,easy to lose talents and other defects due to the small size.Besides all these features,At the same time SMB in Guiyang also have special blocks in development which made by history,geography and other factors,especially in human resources management and development.The human resource management outsourcing is an effective way solve the bottleneck of the development of SMB in Guiyang.
