This paper constructs the framework of Hubei Innovation Relay Centre（IRC） and analyzes the operation mode and technical service function of Hubei Innovation Relay Centre.Through establishing IRC,the technological innovation capacity of Hubei high-tech zones can be improved and the development of regional high-tech industry clusters can be promoted.
