摘要
通过对中国土地供应制度的发展演变、当前特点及存在问题的分析,提出完善城市土地供应计划,改变当前以招、拍、挂为主的出让制度,尝试最高价密封拍卖方式,打破城市政府对土地一级市场供应的垄断,实施多元化供应主体的土地供应体系。
With the analysis on the evolution,characteristics,and problems existing in urban-land-supply system of China,a new proposal of urban-land-supply system is set forth to change the system of bid invitation,auction and listing on land price into the price-ceiling auction,and to break the local government’s monopoly to the primary land market.Therefore,the present grant system characterized mainly by bidding and auction can be promoted and even perfected.
