循环经济模式下的排污收费标准研究

Study on the standards of pollution charge based on circular economy

循环经济模式下排污收费标准的制定应该以废弃物回收再利用的边际成本为依据。通过对是否采用循环经济生产模式情况下的排污收费标准进行比较研究,证明了以废弃物回收再利用的边际成本为依据所确定的排污收费标准比Pigou标准和Baumol-Oates标准都更有效率。由此建议,环境监管者应该相对地降低实施循环经济生产模式厂商的排污收费标准,这将有利于促进厂商自觉实施循环经济生产模式,也有利于提高社会福利水平。

Setting a standard of pollution charge under the circular economy mode should base on the marginal cost of the recycle of the rejected materials.By comparing the pollution charge standards applied to two kinds of production mode of circular economy,this paper certifies that the standard of marginal cost is much more efficient than Pigou-standard and Baumol-Oates-standard.Therefore,the paper suggests that the environmental regulators should lower the pollution charge standard to those manufacturers who is implementing the circular economy production mode,which will accelerate the manufacturers’ implementation of this production mode conscientiously,and enhance the level of social welfare.
