摘要
在城乡二元结构突出、人口急速老龄化背景下,重庆农村养老逐渐凸显保障项目不健全、保障水平不高、基本公共服务缺失等难题。为此,必须牢固树立统筹城乡观,建立健全涵盖社会保障、社会救助与社会福利服务的农村养老社会保障体系,构建农村"SFSN"多维立体养老模式,实现农村养老模式的新转变。
Under the background of prominent urban-rural dualistic structure and rapid aging of population, there are such difficult problems in Chongqing rural pension system as imperfect guarantee items, low guarantee level and lack of basic public service, etc. Therefore, it is necessary to develop an outlook of overall planning of urban and rural development, establish and improve rural pension security system covering social security, social aid and social charity service, and build rural SFSN multi-dimensional pension system model to realize the new transformation of rural pension system models.
