行政规划是实现行政目的的重要手段,行政规划主体必须把握行政规划的范围。分析我国行政规划范围界定的不足,借鉴理论研究和规划实践比较成熟的国家和地区的经验,提出完善我国行政规划范围的建议。

The administrative plan is an important means to realize administrative goals,and the subject should grasp its scope.This article analyzes the defects of its scope,draws lessons from other countries and areas with mature theoretical researches and plan practice,and puts forward suggestions to perfect its scope in China.
