摘要
环境保护是一项复杂的社会系统工程,需要各方共同努力,公众参与是其中不可或缺的一个重要环节。公众参与环境保护有利于提高环境决策的科学性、监督环境保护、节约环境保护成本和营造保护环境的良好社会风气等价值和作用。当前我国环境保护中公众参与还存在很多不足,鉴于此,应当采取措施大力推进公众参与环境保护,培养公众的环保参与意识,增强参与能力,从而更好地保护环境、实现社会的可持续发展。
Environmental protection is a complicated and systematic social engineering which needs the efforts of all parties,so public participation is an indispensable link.The participation of public in the environmental protection is of great significance to the science of environmental policies,the saving of environmental protection cost and the building of good social atmosphere.Now there are many defects in the public participation in China＇s environmental protection.Therefore,measures should be taken to push the public to participate in the environmental protection,develop the public＇s awareness and enhance the participation ability to realize the sustainable development of society.
