吐鲁番地区水资源开发利用问题对策探讨

The Countermeasure Discussion About the Water Resources Development and Utilization Problems of Turpan Region

【目的】水资源短缺是吐鲁番地区在水方面面临的首要问题,分析吐鲁番地区水资源开发利用的特征及存在的问题,并进行对策探讨。【方法】在前人研究成果及相关资料分析的基础上,了解吐鲁番地区水资源开发利用的特征,指出其主要问题所在及造成的影响,提出合理开发利用水资源的几点策略,以指导该地区水资源的可持续开发和利用。【结果】分析吐鲁番地区水资源开发利用存在问题,提出了以下对策:全面推进农业节水,提高农业用水效率;转变农业发展方式,合理配置国民经济各业用水;科学规划控制性水利工程布局,合理开发利用地下水;改革水资源管理体制,构建有利于水资源统一管理的水务一体化管理新机制。【结论】不合理的开发和利用水资源,进一步加剧了该地区这一问题的严峻形势,只有贯彻科学对策,才能在水资源的开发利用过程中缓解水资源紧缺的矛盾,减少生态环境破坏,实现区域水资源的可持续利用。

【Objective】Water shortage is the most important issue which Turpan region is facing at the water side,it is necessary to analyze the characteristics and problems of water resources development and utilization in the Turpan region,it is also necessary to discuss the countermeasures.【Method】It is based on the results of previous studies and related data analysis,understand the characteristics of water resources development and utilization of Turpan region,point out the main impact of the problems and put forward some reasonable development and utilization strategy of water resources to guide the sustainable development and utilization of the water resources.【Result】Put forward the following measures which are based on the analysis of the development and utilization of water resources in the Turpan region problems： promote the agricultural water conservation on all sides,enhance the use ratio of agricultural water;transform the way of agricultural development,allocate the water consumption of national economy rationally;plan the controlled hydraulic layout scientific;develop and utilize the groundwater rationally,innovate the water resources management system,constitute a new mechanism which is favorable for the unified management of water resources and affairs.【Conclusion】The irrational development and utilization of water resources is further exacerbating the grim situation of the problem in the region,only through the scientific measures,we can remit the water shortage contradiction of water resources development and utilization,reduce the ecological damage and realize the sustainable utilization of regional water resources.
