养老服务社会化:政府、社区、社会组织三方合作的实践模式

Socialized Old-age Insurance Service: Practice Mode of Tripartite Cooperation Between Government, Community and Social Organizations

在制度性、规模化的公共服务水平达到一定程度的背景下,如何解决整齐划一的公共服务所不能解决和包办的微观化、个性化的社会需求和问题,从而促进社会机体的健康发展,是政府、社区、社会组织三方面临的重大课题。本文以南京市鼓楼区养老服务社会化模式为样本,从社会多元治理的视角,分析了社区发展、公共服务型政府建设和社会组织的发展参与之间的内在关系以及合作生产公共服务产品的机理,提出小规模需求的服务生产供应模式,以最大程度、更有效率地满足社会需求。

Under the background of the constitutional and scale public services level up to a certain degree, how to solve the micro and personalized social needs and problems that uniform public services can not solve, thus promote the healthy development of the social body, is a major issue confronting the government, community and social organizations. This article took the socialized old-age insurance service pattern of Nanjing Gulou District as a sample, from a perspective of pluralistic social governance, analyzed the intrinsic relationship between community development, public service oriented government construction and social organizations development, and mechanism of the public service co-production, proposed the supply model of small-scale service production, to meet the needs of society with greatest extent and more efficient.
