建设生态文明,实现人与自然的和谐共存不仅是我国现代化进程中落实科学发展观的必然要求,同时也是人类主体性提升的外在表现。十二五时期,安徽省要在承接产业转移、促进经济发展的过程中实现生态和谐,除了在制度上加大对环境污染主体的整治力度,还必须借鉴西方他者伦理学中责任先于权利的观念,强化公民和企业自觉保护环境的责任意识。

The construction of ecological civilization and realization of the harmonious coexistence between man and the nature are not only the indispensable requirements of implementing the scientific development concept in the modernization process of our country,but also the external embodiment of promoted subjectivity of the mankind.During the twelfth five-year period,Anhui province must realize ecological harmony in the process of undertaking industrial transfer and promoting economic development.Besides enhancing the renovation of the chief part of environmental pollution,we must also borrow from the concept of duty preceding right in the western ethic of the other,and strengthen the duty awareness of the citizens and enterprises to protect the environment self-consciously.
