This paper explores the definition and scale of application-oriented universities,emphasizing that cultivation of talents should always be based on people.Moreover,the paper expounds how to run application-oriented universities and proposes that transformation of cultivating pattern is promotive,that macro management of culture and cultural cultivation of students are effective ways,that presidents should have high and complicated consciousness of culture,and that construction of campus culture should be primary project.
