金融支持巴州经济跨越式发展的调查与思考

On Financial Support to Leapfrog Economic Development in Bazhou

新疆巴州具有实现经济跨越式发展的政策和资源优势。但同时经济发展中也存在着政府债务持续增大、配套优惠融资政策不够完善、金融信贷政策没有与国家支持政策实现有效衔接,以及证劵和保险业发展不充分等影响因素。本文提出了金融支持的对策:出台金融支持跨越式发展的配套实施细则;防范政府融资平台风险;加大对特色产业和中小企业的支持力度;改进县域金融服务。

Even with policy and resource advantages to boost leapfrog economic development,Bazhou in Xinjiang Autonomous Region faces with obstacles of heavy burden of government debts,ineffective preferential financing policies,inefficient financial supporting policies,and under-developed securities and insurance industries.This paper sets forth following measures to strengthen financial support.Implementation regulations should be worked out to advance financial support to leapfrog development in Xinjiang Autonomous Region.The risks in government-backed financing vehicles should be addressed.More support should be given to specialty industries and small and medium enterprises.And financial service in county level should be improved.
