世行贷款项目的索赔及其规制措施研究

Research on claims and regulation measures in World Bank loan projects

世行贷款在我国引进外资工作中占有极其重要的地位,但是不合理甚至过度的索赔对世行贷款项目的管理极为不利,尤其对项目实施进度影响颇大。本文深层次地分析了世行贷款项目中索赔产生及存在的原因,有针对性地研究了过度索赔产生的不利影响,并根据实践经验提出一些规制措施,对今后世行贷款项目的管理具有非常积极的借鉴意义。

The World Bank loan occupies an extremely important position in China in introducing foreign capital,but the unreasonable and even excessive claims are extremely disadvantageous to world Bank loan project management,especially to the execution progress of project.The causes for appearance and existence of claims in world Bank loan project were analyzed deeply,and the adverse effect resulting from excessive claims were studied pointedly.Some regulation measures were proposed according to practical experience,which are of positive reference significance to the management of World Bank loan project in the future.
