以胡锦涛为总书记的党中央提出:要加强反腐倡廉教育,筑牢拒腐防变的思想道德防线;加强反腐倡廉制度建设,发挥制度在惩治以及预防腐败中的保证作用;加强对权力运行的制约和监督,确保权力的正确行使,并把三者有机统一于惩治和预防腐败体系之中。这些论述凸显出反腐倡廉建设的新思路。

Hu jintao the general secretary of the Central Committee of CPC proposed that the anti-corruption education should be strengthened to build ideological and ethical defenses against corruption.The anti-corruption system should be improved to guarantee its full play in punishing and preventing corruption,restricting and supervising power to ensure its correct exercise.All the measures should be integrated as an organic unification.His remark represents new ideas of the Central Committee of CPC on anti-corruption construction.
