As a concrete practice and institutional innovation for scientific development and improving society management service, the grid management and group services was applied and expanded in grass-root management recently.ZhouShan city is the cradle, and the programme of Warm Hearts and Promoting Development has established mass base;the construction of new community in fishing rural have established organizational foundation;the development of the economic society have established social foundation; the development of net-work technology can provide the technical support.
