摘要
江苏省城市化水平的提高必须从本省的情况（ 人口多，多数在乡村） 出发。因此，乡村的发展状况将影响江苏省的整体经济发展水平，而乡村的发展在很大程度上又取决于集镇。集镇是乡村居民和乡镇企业的重要聚集地，集镇发展多大的人口规模才有利于集镇的可持续发展呢？ 文章根据江苏特定的区域特征，并通过定量分析和有针对性的国际比较。
In the past, there were a lot of unnecessary labors in the rural area, because city separated from country. Since 1980's, the population can move freely between city and country, which came into being a new unified mechanism of population. In Jiangsu, population and land resource are not balance, which has become a restricted condition to develope for Jiangsu. This paper analyzed macro situation of Jiangsu and put forward indexes of sustainable development for town. At last, we studied the reasonable scale of town, which is the basis of sustainable development from several points.
