The Analysis of the Effect of Forest Limitation Cutting Management System on Forest Farmers Cutting Decision——Thinking Based on the Cutting Cost

引入消费成本的概念,分析了限额采伐管理制度下林农沉重的采伐成本。政府与林农的不完全信息动态博弈模型揭示了如果采伐成本负担过重,无论政府的支付函数如何,林农的最优选择都是滥伐。福建省闽侯县林业局的林政执法案件统计资料及200户林农调查问卷的分析结果表明限额采伐管理制度是导致"林木滥伐"的重要因素。

The concept of consumption introduced in the article analyzed the heavy cutting cost for forest farmers under forest limitation cutting management system.The dynamic game model under incomplete information reveals that all of the optimal selection for forest farmers is deforestation if the cutting cost is too heavy,no matter what type of payment function the government used.The analysis results of the Statistics,which came from the partial forestry administration and law enforcement case and the questionnaire from 200 households of forest farmers from MINHOU county,indicates that forest limitation cutting management system is the important factors resulted in deforestation.
