摘要
为了从根本上解决学校长期存在的管理痼疾和由于规模扩张带来的各种运行矛盾,激活办学机制,武汉体育学院选择目标管理作为重要"抓手"。近四年目标管理的实践探索证明,作为目标管理过程"第一要务"的目标体系的设计和构建,必须以学校推行目标管理的价值取向为基本前提,在不同目标期指导方针定位的"变"与"不变"的辩证关系中,正确把握全面性与关键性结合、指令性与指导性结合、统一要求与个性化处理结合、完整性与易行性结合等要求,才能获得良好效果,进而为提高办学能力和办学水平奠定基础。
In order to solve the problems concerning the management and scale extension,Wuhan Institute of P.E.has applied Management by Objectives(MBO) for four years and it proves that the primary task of MBO is to establish a scientific objective system targeting at the value orientation of the school.In drawing up different objectives at different stage and to run better schools,the dialectical relation between "changing" and "not-changing" should be well handled in emphasizing objectives as a whole,both comulsory objectives and guiding objectives,identified requirements,individual needs and feability.
