The fresh-water is a kind of the strategic economic resources of human life and civil economy,also is the control factor of the construction of the ecological environment.In the western area of Liaoning Province,the groundwater is poor and its ecological environment is frail,so it needs developing the fresh-water scientifically and reasonably,which can promote the development of the lack-water area＇s economy and improve local people＇s living,and ameliorate the construction of the ecological environment.Thus the limited resources can be transformed into the advantage of economy.
