基于PDCA的电信企业信息内容安全管理体系研究

Research on a PDCA-based System of Information Content Security Management in Telecom Enterprises

随着3G业务的蓬勃发展,内容安全监管成为电信运营企业一项很重要的管理方面。本文从现有的电信运营企业信息内容安全管理手段入手,指出了电信企业内容安全管控中亟待解决的问题,并在此基础上提出了一套信息内容安全管理体系。应用这种体系,从电信业务的整个流程考虑,进行管理要素的确定,将事前防范、事中监控和事后处理相结合,从而实现对电信运营企业业务内容安全的管控。

With the increasing popularity of 3G services,administration of content security has become an important job of telecom enterprises.This paper describes existing technical means of information content security management,and comes up with the system of information content security management.In such a system,elements are determined based on the whole process of a service,accordingly to realize ex-ante,on going,and ex-post administration of information content security.
