行政机构“内部人控制”的产生与治理分析

Analysis on Happening and Governance of Insider Control of Administrative Agency

在行政机构的治理结构中，内部人利益集团控制是一个非常严峻的问题，也是造成利益部门化、政府低效、腐败和行政成本过高的主要原因之一。本文首先对行政机构“内部人控制”进行了探素性的定义，接着从我国行政机构“内部人控制”的表现形式、产生原因方面进行论述，最后从体制层面、机制层面和执行层面提出治理行政机构“内部人控制”的一些措施，尝试对我国的政府治理进行一些有益的探索。

The control of the insider interest groups is a very serious issue in the administrative management structure and it is also one of the main reasons which resulted in the departmentrilization of interests, government inefficiency, corruption and high administrative costs.Firstly, the control of the administrative organization insider is defined exploratively in this article and then it is exposited from the expressions and causes which the control of the administrative organization insider is in China.Finally, some measures on how to manage the control of the administrative organization insider are proposed from the system level, the mechanism level and the implementation level.And it tries to give some useful explorations on China＇s government management.
