本文将以城乡统筹社会保障改革的基本原则和指导思想为指引，立足于中国农村社会转型的时代背景和发展趋势，结合国际农村社会保障制度演进路径的比较分析，探讨中国农村社会养老保险制度的模式选择及适宜的运行机制，以及如何更好地实现我国农村正式的社会养老保险制度同传统的家庭保障、社区服务、互助组织等有机结合，构建有中国特色的农村多层次养老保障体系。

This paper will, under the basic principles and guiding ideology of integration for urban and rural social security reform, the background of the rural China＇s social transformation, analyze China＇s rural social old-age insurance system so as to explore the choice and suitability of the operating mechanism and how to better it, by the comparative analysis of international rural social security system evolution path. The target is to make rural social old-age insurance system match with the traditional family protection, community services, mutual aid organizations, such as organic integration, and to construct our Chinese characteristics of rural multi-level old-age security system.
