摘要
高层次人才无序流失已成为困扰高等学校师资队伍建设的突出问题,本文认为这一现象除了客观原因外,主要是个体需求、动机、情感、寻租行为等因素。长期以来,高校在人力资源管理上只谈激励(正强化),忽视了约束(负强化)。笔者从人才资源管理的角度提出了高校应根据管理学中激励理论的基本原理建立一个完善的约束机制,即法律约束、利益约束等硬约束机制和道德约束、心理契约约束等软约束机制。
The prediction of the personnel's lack in recent years has been the important problem in college. This article puts forward the cause of this phenomena and the authors think this phenomena is brought by the individual need, motivation, emotion and some impersonal factors. For a long time, the human resource administration in college only concerns impartment but ignores restriction. The authors put forward the points of view about forming a restriction system based on the principles of administration, including some imperative restriction, such as in law and on interest, etc., and some invisible restrictions for example, moral restriction, psychological contract resWiction, and so on.
