服务型政府的柔性化管理研究

A Study on Flexible Management of the Serving Government

经过二十余年的政治经济体制改革，我国政府的治理模式已开始由传统的“管制型政府”向“服务型政府”转变；随着我国信息化的发展和电子政务工程的推进，进一步要求政府行政模式向柔性化迈进，为此，一方面要求政府改善对自身的管理，实现内部管理柔性化；另一方面，政府要以向社会提供优质、高效、快捷的公共服务为导向，对整个社会实施柔性化管理，充分实现其公共服务职能。作者基于上述问题进行了深入剖析，进而得出了一些合理性建议。

Through more than 20 years＇ reform of the political and economic system, the governing mode of our government has already begun to be transformed into the＂ serving government＂ from the traditional ＂ controlling government ＂. With the development of the informationization and the promotion of E-government, the flexible mode of administration is further required. For this flexibility, on one hand, the government must improve the self-control; on the other hand, with aim to offer the high-quality, high-efficiency and swift and convenient service to the public, the government is supposed to carry out the flexible management and realize the function of public service. Based on these above-mentioned problems, this essay makes a deeply analysis and gives ＇.some reasonable suggestions.
