我国社会转型期构建公共服务型政府的研究

A Study on Constructing the Public Service-orented/Serving Government during Social Transformation Period

在社会转型期，我国面临着城乡协调发展、地区经济发展不平衡、社会收入分配差距拉大、社会利益关系复杂化等突出问题，迫切需要政府转型，由管制型向服务型转变，以实现有效治理，妥善化解各种经济社会矛盾，实现经济社会协调发展。公共服务型政府是以提供公共产品和公共服务为主要目标的政府；是由有限政府、法治政府、责任政府及透明政府等四个构成要素共同支撑的全新的政府治理模式。构建公共服务型政府还必须加强制度创新和体制创新。

In the social transformation, there are so many serious problems in our country, for instance, development the regional economy not-balanced, disparity of the social income distribution enlarging, the relations of diffeient social benefits complicating and so on, that government should be transformed from the controlling model to the serving one in order to realize the efficient government build, alleviate the economy contradictory properly , and realise the coordingated economy development. With the main aim to provide the pub]lie products and services, the public serving-government is a completely new mode of governing, which consists the limited government, the law-ruled government, the responsible government, and the transparent government. Besides, Constructing the public serving government has to strengthen the innovation of systems and institution.
