摘要
从创新的过程、投入产出和轨迹三个维度,论证了服务创新的市场导向性、非真实文本性和非突破性三个特点。在此基础上,论证了服务创新由于市场导向性而无需政策干预,由于缺乏真实文本而难以响应政策激励,由于缺乏突破性而没有政策聚焦的价值。由此,从政策干预、政策激励和政策聚焦三个方面证明服务业创新政策的非必要性。
According to our framework with 3 dimensions of innovation,namely process,input and output,and path,this paper identifies 3 features of service innovation,as market-oriented,true text-lacked and breakthrough-lacked.It argues that market-oriented innovation does not need policy intervening,true text-lacked innovation is difficult to respond to policy stimulating,and breakthrough-lacked innovation is not the focus of national policies for strategic innovation.Thus a specific policy for services innovation is proved dispensable.
