摘要
国有企业政企分离后的主要改革方向是建立现代企业制度,但一管就死一放就乱的问题一直困扰着国有企业的发展。而实践证明,国有企业无论采取怎样的组织形式,都不可能彻底斩断其与政府的联系。国有企业管理与发展之间的矛盾是一对深层次的矛盾。如何对国有企业进行科学的管理,实现管理与发展之间的协调,成为国有企业制度建设中的一个焦点问题。文章认为,只要政府勤勉尽责、职工积极参与,随着职业经理人市场的完善,这一问题是能够得到有效解决的。
The main reform orientation of state-owned enterprises is to establish modern enterprise system after separating enterprises' operation from government function. The practice shows that no matter what kind of organization it is, we can not cut off the relation between enterprises and governments. How to carry out scientific management of the enterprises becomes a key to building state-owned enterprise system. In the author's opinion, if governments can fulfill their duty successfully and workers can take an active part, the problem can be solved with the establishment of perfect market of entrepreneurs.
