U.S.-Based International Nonprofits:Important Players on World Stage

国际性民间组织是美国公民社会中一个独特而又非常重要的群体。它的兴起与发展同美国的崛起、全球化进程、科学技术革命,以及后冷战时期的世界政治密切相关。这类组织的数量不及美国联邦免税组织总数的1%,但在技术、组织和资源等方面的国际能量与影响力巨大,已经成为美国公共外交的理想渠道,是美国国家软实力的重要组成部分和实现21世纪美国外交与国家安全战略所必需的基础性因素。

A unique and very important subsector of the civil society in the United States is U.S.-based international nonprofits.Their formation and development is closely connected with the rise of the United States as a superpower,progress of globalization,revolutions in science and technology as well as world politics in the post Cold War era.The total number of such nonprofits is less than one percent of IRS exempt organizations.They have,however,magnificent technological and institutional capacities,and considerable influence over international affairs.Now U.S.-based international nonprofits have built up ideal channels for American public diplomacy.As a key component of American soft power,they play one of the fundamental roles to serve American diplomacy and to carry out American national security strategy in the 21st century.
