建立“无核武器世界”的理想与现实论析

Analysis on the Ideal of Building a Nuclear-free World and Its Realization

全面禁止和彻底销毁核武器,建立无核武器世界,是中国的一贯主张,也是世界上绝大多数国家的共同愿望。然而现实与无核世界这一理想境界相距甚远。当今世界尚不完全具备实现无核武器化的条件,核扩散和核恐怖主义威胁形势严峻,超级核大国对"核威慑"的倚重仍是建立无核世界面临的主要障碍。未来走向无核世界的前提是加强大国间的合作与协调,而有核国家承诺"无条件不首先使用核武器及不对无核国家使用核武器"并建立相应约束机制,则是实现无核世界路线图中的第一步。中国作为负责任的大国,要因势利导,为实现无核世界主动作为。

To build a nuclear-free world by totally banning and thoroughly destroying nuclear weapons is China＇s consistent stand,and is also the common wish of the majority of world countries.However,the reality now is far from the ideal.The world today does not have the necessary conditions for realizing this ideal yet,since it still faces the serious threat of nuclear proliferation and nuclear terrorism,and the heavy dependence on nuclear deterrence by super-nuclear powers is the major obstacle to the building of such a world.The premises for such a world calls for the cooperation and coordination between big powers,the unconditional commitment of ＂not using nuclear weapons first and not using nuclear weapons against non-nuclear countries＂ by nuclear countries,and the establishment of corresponding restraining mechanisms,are the first steps for the road map of achieving the ideal of a nuclear-free world.China,as a responsible big power,should take the initiative and make the best use of the circumstances to realize this goal.
