新军事变革使各国军队的武器装备不断更新,数字化作战模拟系统不断完善,作战效能不断提高。但是,技术本身不可能产生战斗力,效能的提高也不等于战斗力的提升。建设信息化军队离不开高素质的军队领导者。着力加强军队领导层能力素质建设,不断提升领导者的领导能力,成为美军追求卓越之路的重中之重。

Revolution in military affairs has led to the modification of weaponry,perfection in digital warfare simulation system,and improvement in combat effectiveness.However,technology itself cannot produce effectiveness,and increased efficiency doesn＇t mean increased combat effectiveness.It is impossible to build an informationized army without highly qualified military leaders.Thus,to improve the leadership quality and leadership competence of the US army is of utmost importance in their pursue of excellence.
