论我国“赌球”活动的历史渊源及其发展

On Historical Origin and Development of Football Gambling Activities in China

运用文献资料法和逻辑分析法等研究方法,通过对我国赌球的历史渊源、演进历程和当代发展情况进行了回顾与分析,以期找出能够有效遏制赌球活动泛滥的对策措施。研究认为:我国赌球活动具有蔓延速度快,传播范围广;涉赌资金大,参与人数多和赌球组织严密,赌博方法繁多等特点。赌球活动已经严重阻碍了足球的发展、社会的稳定、金融秩序稳定和经济运行的安全,并且滋生了官员腐败,必须予以坚决取缔。体育、金融和公安等部门必须加强协同配合,齐抓共管,强化金融监管、挤压网络空间、加快立法进程、加强警示教育和坚持堵疏结合,是遏制赌球活动猖獗的有效措施。

This article reviews and analyzes the historical origins,the evolution of history and contemporary development of Football Gambling Activities in China by using iterature and logic analysis and other research methods.With a view to find ways to effectively curb the proliferation of Football Gambling Activities.This article thinks as following： China＇s football gambling activities have the characteristic of spread fast,wide dissemination,large gambling-related funds,a number of participants,organized gambling and many gambling methods and so on.Football gambling activities have seriously hindered the development of football,social stability,financial order stable,economical movement security and breeding corruption among officials.Football gambling activities must be resolutely banned.The effective measures to curb the rampant football gambling activities are that sports,finance and public security departments must strengthen synergies,make concerted efforts to strengthen financial supervision,squeeze cyberspace,accelerate the legislative process,reinforce warning education and insist on combining blocking and dredging.
