国外工会参与社会保险监管的经验及其借鉴

The Experiences of Foreign Trade Unions Participate in the Supervision of Social Insurance

国际上工会通过多种途径参与社会保障制度是一种普遍的经验,主要体现在立法保障、建立建制参与决策、直接介入社保管理和监督评估制度运行四个方面,并体现了注意寻求劳资双方在社会保险上的共识、注重全过程参与的特点。对中国工会来说,当务之急是应通过立法确定工会在社会保险中的地位与作用,加强社会保险方面三方协商机制建设。

In many countries,it is a common experience that trade unions participate in the system of social security through different ways.The participation includes four aspects： legislation,co-determination of establishing system,direct management of social security,supervision and evaluation.China＇s trade unions should clear trade union＇s status and role through legislation and strengthen the construction of tripartite mechanism.
