利用价格杠杆优化山东黄河水资源配置

Optimization of Yellow River Water Resource Allocation in Sandong Province Using Price Lever

引黄渠首工程供水价格、引黄灌区工程供水价格和专项工程供水价格构成了山东黄河供水价格体系。通过对各类不同供水工程的供水价格标准、供水成本、供水盈亏情况的分析，指出黄河供水工程价格存在的问题：不符合市场经济体制下水价改革的要求，供水价格与供水成本严重倒挂，引黄渠首工程工业及城市供水价格与农业供水价格严重倒挂，引黄渠首工程供水丰枯季节时间划分及比价关系不合理等。为此，应利用价格杠杆，理顺山东黄河供水价格体系，合理确定供水价格标准、丰枯季节时间及比价关系，对山东黄河水资源进行优化配置。

The price system for using Yellow River water in Sandong province consists of the water price at the taking in head engineering from Yellow River, the water price at the stage of irrigation area engineering and the water price for special purpose engineering water supply. By analyzing the standards of water price for different kinds of hydraulic engineering, the coast of water and the amount of water available, the problems existing in the water price system of using Yellow River water are pointed out. The price system can not meet the demands of reformation of water price under the marketing economic system. Water price is much lower than its cost. The water price for agriculture purpose is much lower than that for industrial and for city consumption purposes. And the price ratio is not reasonable between profusion and scarce seasons. So it is recommended to use the price lever to regulate the water price system in Sandong province for using the Yellow River water resource. Reasonably determining the price system and price ratio for different seasons and optimizing the allocation of Yellow River water resource in Sandong province should be performed.
