针对当前水电业在对水资源的开发利用中，普遍存在着偏重经济效益、轻环境保护，偏重局部利益、轻整体利益的状况，指出了这种不良倾向将导致资源滥用、环境污染的严重后果，并提出了水电业可持续发展的必然趋势；对可持续发展条件下的水电工程的管理模式作了进一步的探讨．

In the process of exploiting water resources, it is fairly common now that to economicbenefits and partial interests are paid more attention but environmental protection and integralinterests are overlooked. It leads to resources abuse and environment pollution. This paper points outthe evitable trend of the sustainable development for the hydroelectric industry; Moreover, thehydroelectric project management model under the sustainable development condition is furtherstudied.
