摘要
在分析制约我国水电发展的多种原因的基础上，指出对于综合利用水电工程，投资分摊是解决工程上马的重要措施之一．
Based on the analysing the primary reasons restricted the development of the hydropowerconstruction, it is indicated that the share of expenses is one of the most important measures forsolving the project start problem according to comprehensive utilization hydropower project.
