多民族的构成对农村基层行政的影响——以恩施土家族苗族自治州为例

The Influence of Multi-ethnic Composition on the Rural Basic-level Administration——A Case Study on Enshi Tujia and Miao Autonomous Prefecture

本文以恩施土家族苗族自治州多民族社区为研究对象,根据这些基层社区行政环境复杂和政治敏感性强的特点,分析了多民族的构成对农村基层行政的影响。文章认为,多民族的构成对农村基层行政人员的选拔、农村基层行政效率和农村基层行政效果均有不同程度的影响,进而影响了农村基层行政的公正性。根据恩施土家族苗族自治州多民族社区中农村基层行政的现状,文章提出了改善目前这种状况的建议。

This article takes Enshi Tujia and Miao autonomous prefecture as an exampler, analyzes the influence of multi-ethnic composition on the rural basic-level administration according to these grass-roots communities＇ features of complex administrative environment and strong political sensitivity. In this article, it is believed that multi-ethnic composition has different influence on the administrative personnel selection, administrative efficiency and administrative effectiveness of rural grass-roots, thereby affectes the administrative justice of rural grass-roots, According to the rural grass-roots administrative status of multi-ethnic community in Enshi Tujia and Miao Autonomous Prefecture, the article put forward proposals to improve the current situation.
