本文在对城乡建设用地增减挂钩的背景、内涵进行分析的基础上,对临沂市增减挂钩的实践模式进行了总结,分析了运作过程中的分离均衡,并对金融机构创新融资方式,支持城乡建设用地增减挂钩的情况进行了分析、研究,指出当前运作中的局限性并提出相关政策建议,以期对后续工作有所借鉴。
