治安"黑点"治理就是借鉴道路交通事故"黑点"路段治理做法,将疏于防范、发生案件、治安混乱或管理不到位、存在隐患等治安问题的部位列为治安"黑点",组织排查,立项挂牌,运用"1+N"机制协调整合各方力量,开展打防管建综合治理的一种模式。具有前提性、挂牌性、机制性、推进性特点,是社会治安综合治理措施的一项突破和创新,融入了项目化与机制化、专业化与社会化等创新元素,形成了有机的、整体的、渐进的、有形的打防管建治理体系。

To control the ＂black spots＂ in social security is to use the method to control traffic accident ＂black spots＂ for reference,put issues that fail to take precautions,involve cases,and suffer from public disorder or mismanagement on the list of social security ＂black spots＂.It is a mode of coordinating and integrating all forces to manage comprehensively,using ＂1＋N ＂mechanism.Prerequisite,listed,mechanical and promotional,it is a breakthrough and creation in measures of comprehensive management of social security,integrating many creative factors such as project and mechanism,profession and society,forming an organic,overall,progressive and visible control system.
