公共选择理论视角下农村公共产品供给的政府失灵分析

On Government Failure in Rural Public Goods Supply from the Public Choice Perspective

由于农业本身的弱质性特点,农村公共产品的获得非常依赖于政府的有效供给,农民对公共产品的需求十分强烈,但目前在我国的农村公共产品供给中存在着严重的政府失灵现象,主要表现为农村公共产品供给的总量不足、结构失衡、供给主体的错位下移以及效率低下等。从公共选择理论的角度来看,这主要是由于供给主体的经济人行为,需求主体的弱势地位以及缺乏竞争和内外部监督约束造成的。

Because of the weak characteristics of agriculture itself,access to public goods in rural areas is quite dependent on the government＇s effective supply;farmers have very strong demand for public goods.But there is a serious phenomenon of government failure in the supply of public goods in rural areas due to the overall lack of output,structural imbalance,dislocation of main supply body and low efficiency.From the perspective of public choice theory,it is mainly cause by the supply behavior of the major economic party,the disadvantaged position of the need,lack of competition and internal and external supervision.
