服务型政府建设的动因及其发展路径——基于行政生态学的分析

The Service Government Construction for Its Development Path——Based on Administrative Ecology Analysis

行政生态学的核心观点认为行政系统是一个有机整体,行政生态环境与公共行政之间相互依赖、相互影响。服务型政府的建构在本质上也受到生态环境各种要素的制约和影响,并应在一种动态变化的过程中实现与行政生态环境的相得益彰,形成一种"人人共享,普遍受益"的社会发展态势。文章以行政生态学相关理论为分析框架,结合浙江省服务型政府建设与发展的具体过程,剖析了经济生态要素、社会生态要素、沟通网络与符号系统、政治生态要素对服务型政府建构的影响及其内在结构。文章认为仅仅从行政生态的角度剖析服务型政府的动因是不够的,应该以此为鉴,建构起一种动态均衡、"人人共享,普遍受益"的生态行政,并以此作为服务型政府建设的发展路径。

The central viewpoint of administrative ecology argues that administrative system is an organic whole, and the administrative ecological environment and public administration are mutually dependent on and affected. To construct public-service government is essentially restricted and affected by various factors of ecological environment and should bring out the best in each other in the process of dynamic change to form a social development trend that everyone could co-share and be universally benefited. Taking concerned theory of administrative ecology as the analytical framework and combining with the construction and development process of public-service government in Zhejiang, the thesis analyzes the influence of ecological factors such as economic, social, political, communicative network etc. on the construction of public-service government and their internal structure. Finally, the thesis argues that it is not enough to analyze causes for public-service government. On the contrary, the ecological administration that everyone co-shares and are universally benefited should be established to realize a kind of dynamic equilibrium, which should also be the developing pathway of public-service government.
