摘要
政府作为提供公共产品和公共服务、协调不同利益群体的公共组织,是面向大众的服务窗口,处于社会公共管理的核心地位。现实状况表明,政府组织环境已经发生了革命性的变迁,其主要特征体现在信息化、全球化、民主化和市场化四个方面。这四个方面不同程度地影响着政府的组织发展,使政府面临的环境不确定性更强,使政府对环境的依赖度也更加凸显。这就要求各级政府进行组织学习,建设学习型政府。建设学习型政府是政府对组织环境变迁的主动性适应过程,主要包括三条构建路径:文化重塑、组织创新、机制建设。
As the public organization, which provides the public goods and public services and coordinates the various interest groups, government is the core of public management. Nowadays, organizational environment of government has already revolutionized for changing, which main characteristics has embodied in the information technology, globalization, democracy and marketing. Therefore, the government faces many uncertainty, and dependences on the environment deeply, which requires organizational learning at all levels of government, and building the learning government. The government organization must adapt to environmental changes of the initiative process, including three build paths: cultural reconstruction, organizational innovation, institution-building.
