由市场经济推动和党的政策引导,农村专业合作组织在我国蓬勃发展,并具有组建形式上的多元化、组织方式上的"自我管理、自我服务"、利益分配上合作组织和农户双赢的特点。农村专业合作组织对于培养具有科学文化知识、懂技术、会经营的新型农民有重要作用。但当前农村专业合作组织在发展上存在基层干部认识不足、普遍缺乏资金、内部管理不够民主规范等问题。因此,需要提高地方主要领导和主管领导对农村专业合作组织的认识,政府要推行优惠政策,要健全专业合作组织机制,不断加强规范化管理,以此推进农村专业合作组织的发展,更好地培养新型农民。
