从鄂豫边区大发展实践看李先念的发展观

Analyzing Li Xiannian’s Concept of Development from the Practice of GreatDevelopment of the Border of Hubei and Henan

李先念在创建、巩固、发展新四军五师和鄂豫边区过程中,在发展问题上运用的政策策略或包含的思想观点主要有:以抓发展为头等大事,将发展置于首位,发展革命武装力量,拓展革命根据地;较好地处理了发展与巩固的关系,提出发展也是为了巩固,始终扭住发展不放松;善于把握发展时机,适时发展;注重内涵型发展,均衡发展;力保有序发展。这些对于我们今天树立和落实科学发展观仍具有一定的启示和借鉴意义。

During the process of Li Xiannian’s creating,consolidating and developing the New Fourth Army Fifth Division and the Hubei,Henan Border Region,he used lots of developing strategies,policies or ideas and views contained,which are： to grasp the development of priority,to put development first,to develop the revolutionary armed forces,to expand the revolutionary base areas;to deal with the relationship between development and consolidation,proposing that development is also to consolidate the development,to grasp the development tightly;being good at grasping the development opportunity,to develop timely;focusing on content-based development,balanced development;forcing ensure orderly development,which still has certain inspiration and reference to set and implement the scientific concept of development.
